$1 Billion to Gaza

Congress, and Hillary Clinton, are planning on sending about $900 million dollars to Gaza. The funds would be distributed through the UN. This would presumably allow money to be dispersed without going through Hamas.
I have an idea. Why don’t we just put $1 billion dollars in a boat off the coast of California, and have mortar practice. Or maybe we could pile it all up and shoot it with tanks.
Or we could pay down the national deficit, but that wouldn’t be any fun.
